This page explains KAVRILO’s approach to labour hire compliance, workplace safety, worker protection and responsible service delivery.

We understand that labour hire is a regulated industry and that both labour hire providers and host clients have important obligations when workers are supplied to perform work at a host site.

In this page, “KAVRILO”, “we”, “us” and “our” refers to Rise Workforce Pty Ltd trading as KAVRILO.

1. Our Compliance Commitment

KAVRILO is committed to supporting lawful, ethical and safety-focused labour hire practices.

Our compliance approach is based on:

  • labour hire licensing obligations
  • workplace health and safety duties
  • fair and lawful worker engagement
  • payroll, taxation and superannuation compliance
  • appropriate worker screening and onboarding
  • clear communication with host clients
  • safe and suitable work placements
  • accurate records and responsible administration.

We aim to work only with clients, workers and service partners who support safe, lawful and respectful workplace practices.

2. Victorian Labour Hire Licensing

KAVRILO is preparing to operate in accordance with Victorian labour hire licensing requirements. Labour hire services will only be supplied where permitted under applicable law. Once licensing details are confirmed, this page will be updated.

Where a licence, approval, registration or legal requirement is necessary before labour hire services can be provided, KAVRILO will take steps to comply with those requirements before supplying workers.

Once KAVRILO’s Victorian Labour Hire Licence is approved, this page will be updated to include relevant licence information.

3. Host Client Responsibilities

Host clients have important responsibilities when using labour hire workers.

A host client should provide a safe workplace and treat labour hire workers with the same practical care and safety expectations as direct employees performing similar work.

Host clients are expected to provide, where applicable:

  • safe systems of work
  • site-specific induction
  • clear job instructions
  • supervision appropriate to the role
  • suitable plant, equipment and work areas
  • information about site hazards and controls
  • required PPE expectations
  • incident and hazard reporting processes
  • consultation and cooperation with KAVRILO about safety matters.

KAVRILO expects host clients to communicate honestly about the role, site conditions, manual handling requirements, machinery, traffic management, shift conditions and any safety risks that may affect worker suitability.

4. KAVRILO’s Labour Hire Responsibilities

KAVRILO takes its role as a labour hire provider seriously.

Depending on the role and placement, our responsibilities may include:

  • assessing worker suitability for the proposed role
  • checking relevant work rights, licences, tickets, experience or availability
  • communicating role expectations before placement
  • supporting onboarding and assignment administration
  • maintaining payroll, tax, superannuation and worker records
  • consulting with host clients about safety expectations and site requirements
  • responding to reported incidents, hazards or placement concerns
  • taking practical steps where a placement appears unsafe, unsuitable or inconsistent with agreed requirements.

KAVRILO does not treat safety as something that belongs only to the host site. We expect active communication between KAVRILO, the host client and the worker before and during placements.

5. Workplace Health and Safety

Workplace safety is a shared responsibility.

KAVRILO supports practical safety controls for labour hire placements, including:

  • matching workers to suitable roles
  • confirming relevant licences, tickets or experience where required
  • encouraging clear site induction before work begins
  • confirming PPE expectations
  • encouraging safe manual handling practices
  • supporting hazard and incident reporting
  • encouraging communication about fatigue, injury, unsafe work or unclear instructions
  • reviewing placement concerns where raised by a worker or host client.

Host clients remain responsible for managing site-specific risks, including plant, traffic, manual handling, substances, production lines, workplace layout, supervision and site procedures.

If KAVRILO becomes aware of a serious safety concern, we may raise the issue with the host client, seek further information, remove or replace a worker where appropriate, or decline to supply labour where the work appears unsafe or unsuitable.

6. Worker Screening and Onboarding

KAVRILO aims to place workers in roles that match their skills, experience, work rights, availability and safety suitability.

Depending on the role, onboarding may include:

  • identity and contact details
  • work rights checks
  • licence or ticket checks
  • work history and experience review
  • reference checks where appropriate
  • emergency contact details
  • payroll, tax and superannuation information
  • safety expectations and role-specific information
  • acknowledgement of workplace conduct and site requirements.

Workers are expected to provide accurate information and advise KAVRILO if their work rights, licences, availability, fitness for duty or ability to perform a role safely changes.

7. Payroll, Tax and Superannuation

KAVRILO is committed to managing payroll, taxation, superannuation and worker records responsibly.

This includes maintaining appropriate records and taking steps to comply with applicable employment, taxation, superannuation, insurance and labour hire obligations.

Workers should promptly raise any questions about pay, hours, timesheets, breaks, deductions, superannuation or payroll records so they can be reviewed and addressed appropriately.

8. Timesheets and Shift Records

Accurate timesheets and shift records are important for workers, host clients and KAVRILO.

KAVRILO expects workers and host clients to follow agreed timesheet, attendance and approval processes.

Host clients should review and confirm hours honestly and promptly. Workers should submit accurate records and raise any disagreement as soon as possible.

Clear timesheet processes help reduce payroll disputes, billing issues and misunderstandings about shift hours, breaks, overtime or attendance.

9. Incident and Hazard Reporting

Workers and host clients are encouraged to report hazards, near misses, injuries, unsafe work, unclear instructions or site concerns as soon as reasonably possible.

KAVRILO may review reported issues and work with the relevant parties to understand what occurred, identify practical controls and determine whether the placement remains suitable.

Serious incidents may require further reporting, investigation or communication with relevant regulators, insurers or professional advisers, depending on the circumstances and legal requirements.

10. Ethical and Respectful Conduct

KAVRILO supports lawful, respectful and fair workplace conduct.

We expect workers, host clients and KAVRILO representatives to act professionally and respectfully.

KAVRILO does not support:

  • unsafe work practices
  • unlawful discrimination
  • harassment, bullying or victimisation
  • exploitation of workers
  • false or misleading information
  • underpayment or dishonest timesheet practices
  • avoidance of lawful labour hire, workplace, tax, superannuation or safety obligations.

11. No Guarantee of Placement or Supply

Information on this page is general only.

Nothing on this page guarantees that a worker, placement, shift, replacement, response time, compliance result or safety outcome will be available or achieved in every case.

Actual labour hire services depend on worker availability, client requirements, role suitability, site conditions, safety obligations, onboarding checks, licensing requirements, agreed commercial terms and applicable laws.
